Which are the capacities to develop service exports with high added value?
Economist with specialization studies in international trade and trade negotiations. He currently holds the position of Vice Minister of Foreign Trade. As such, he is responsible for formulating, executing and evaluating national policy, plans and programs regarding the development and facilitation of foreign trade, determining the strategy and position for the country's trade negotiations, and supervising trade promotion. Previously, he was in charge of bilateral affairs with Asia, Africa and Oceania in the Vice Ministry of Foreign Trade, being responsible for the implementation and operation of the Economic Association Agreement with Japan, the implementation and administration of FTAs with China, Singapore and Korea, in addition to being the Chief Negotiator for the Trans-Pacific Partnership Agreement, TPP. He also served as Coordinator of Negotiations and Administration of Agreements on Technical Barriers to Trade, having participated as a specialist and negotiator of Peru in different processes and forums such as the World Trade Organization (WTO), the Asia Pacific Economic Cooperation Forum (APEC), the Latin American Integration Association (ALADI), the Andean Community (CAN) and bilateral negotiations with the United States, Chile, Mexico, Singapore, Canada, China, the European Free Trade Association (EFTA), the European Union, Korea and Japan. Prior to joining the public sector, Mr. Vásquez was Head of Economic Studies at the consulting firm Maximixe, being responsible of the economic advisory service department and macroeconomic and sectorial analysis and projections.
